PART
ONE
GENERAL
1
Introduction
The rules of the race are compulsory and binding to all entrants, including the organizers, their staff (refreshment service etc.) and the spectators. All participants, including the spectators must obey the instructions of the organizers and commissioners, namely in the whole race area, this holds also outwards of the section. The rules must be posted up in the area of the race – ground.

Entrants
The team of the race vehicle is made by one driver and mostly two co-drivers. Every team member must be named on the registration sheet. Each entrant can be registered in one team only once. It’s not possible to change a registered team member for a not registered person. The driver of the competition vehicle must be an owner of a valid driving license for the given vehicle. The minimal age of the co-driver is 15 years.

Responsibility and renunciation of liability
Every team-member declares with his sign on the registration sheet, that he personally and irreversibly disclaims compensations of damages on possessions and health, which were caused by a relation to the race, and this in face of the organizers and their staff, as well as in face of the authorities and persons, which allowed the use of the grounds for the race in the given locality. At the same time, the team-member declares hereby, that he absolves the whole race voluntarily, of his own will and risk.

Advertisement
The organizer reserves a free surface on every vehicle, namely on the frontal surface, on both lateral surfaces and on the back surface of the racing vehicle. The surface must be optimized for durable fixing of a self-adhesive foil. The organizer sets the rules and sizes of the advertisement area before the technical acceptances of the vehicles are done. In case of violation of the advertisement rules, falls the car short of the race-rules and it can be disqualified from the race. Currently, there must be a free space left on a specified place for the starting number.
PART TWO
ORGANIZATION AND COURSE OF THE RACE

Organization of the race
A single race is that one, which takes place in one area and lasts one or several days. The main commissioner starts and closes every racing day. The end of the racing day takes place, when the races are ended and the last section of the day is finished. The opening and the ending of the racing day must be proclaimed. Entering the racing area, including the sections, before the race is started and ended, and the entering of closed sections during the racing day is forbidden for all entrants. Entering the racing area, except the reserved parking places, is forbidden for the other participants (except the organizers) in the whole time, when the race is taking place. The teams will be splitted into categories according to the vehicle type they drive (part five – vehicle classes). If any teams should to be splitted into groups (Clause 56), then will the groups drive in such a number of sections, to which number of groups will be the class splitted. The teams will be changed for each other in these sections. The correctness of the rating will be guaranteed through the same commissioner for all groups of the given classes. The order of the passing in the single sections determines the main commissioner. Only the commissioner takes control of the race in the single sections. Foreign help is not allowed during the ride in the section.

Participation in the race
Taking part in the race is only possible for correctly registered entrants, whose vehicle has been ratified for the race as roadworthy, and those that have committed a correct signed and filled out registration sheet. Co-drives which are younger than 18 years need to have the sign of his legitimated representative on the registration sheet. During the ride in the section, only one driver and one co-driver can be present in the vehicle, it’s forbidden to change the driver for the co-driver during the race. The presence of another person or animal in the vehicle is not permitted. The main commissioner holds the authorization to permit a change or completion in the registration of the team.

Double start
More teams can absolve the race on one vehicle (double start). In this case, every team must be registered separately and the teams must give an advice of this during the registration. The start number, which is in the given moment not putted on, must be duly hidden, so it’s evidently, which start number will be in the given moment in the race. It’s forbidden to change the entrants among the teams, which are registered in a double start, during the race.

Prohibition of alcohol
For the duration of the race it’s strictly forbidden to consume alcohol for all drivers, co-drivers and commissioners. The main commissioner is in authority to order an alcohol test during the race.

Technical acceptances of vehicles
Before the race starts, according to the time-schedule, takes place the technical acceptance of all vehicles, done by the technical commissioner or a commissioner, which is entrusted to do this. Every driver should have a copy of the insurance contract, with an expressly confirmation, that this contract is related to car races. The vehicles must conform to the technical rules, safety rules and nature protection demands according to these rules. Adjustments which are not expressly forbidden are permitted. In vexed questions in respect of the standard type of the vehicle is the driver obliged to put forward a corresponding document of admissibility. Every vehicle, which is starting in the stock car - class must be after its own inspection available to other teams of this class, for 15 minutes. On demand must be ensured a look-in into the engine compartment. At this time it’s possible to lodge a protest against the clauses 63, 66, 67, 68, 69 and 78 of that rules. The advertisement of the race organizer must be placed during the acceptance. In the Truck-class must be the start numbers on all four sides (four numbers, sizes 30x30 cm). The vehicles, which will be not putted to the technical acceptances till the end of the inspections, according to the time-schedule, will be not classified as roadworthy and can’t take part in the race.

Technical acceptances during the race
Before the ride in every section starts, can be from every class randomly picked one or several vehicles to a re-inspection. Likewise has the main commissioner or commissioner during the race the right to judge the technical conditions of the vehicle. If the technical conditions of the vehicle are so serious, in consequence of an accident or for other reasons, insomuch that the car can not go on in the race will be this vehicle provisionally or definitely suspended from the race.

Talk
A talk will take place before the race begins, present on it will be all team-members, including the commissioners and auxiliary route manpower. During the talk there will be furnished informations about organization and about the course of the race. The rules can be during the talk changed or updated. The commissioner must agree with the changes and the changes must be submitted in writing. Further, the teams will be informed about the colour markings of the goal-area for each single class, if the colour markings will be used. After the talk, the racing day begins.

Disqualification in a section
If the vehicle breaks the rules during (rules of the race-course) the ride in a section, will be the vehicle disqualified (in conformity with the clauses 42 and 44).
In case of disqualification is the ride for the vehicle ended in the given section. The rating of a vehicle, which was disqualified, will be done in conformity with the clauses 43 and 45. The disqualification holds for the given section and the vehicle can go on in the race in the next section.

Provisional disqualification
During the race, has the commissioner the right to disqualify the vehicle provisionally (e. g. for technical defects of the vehicle etc.).The vehicle can by provisionally disqualified by a request of the team. The vehicle can go on in the race, if the reason, for which it’s been provisionally disqualified, is eliminated. The vehicle continues in the section, which is open at the given time for the given class, after the vehicle returns into the race.

Disqualification
In the case of a repeated break of the rules or gross violation of the rules has the commissioner the right to disqualify the team from the race. A gross violation is especially the: impending of the spectators through reckless, risky and fast driving in the area of the race, ignoring the advices to move the vehicles in the racing area between the single sections and the depot, riding in the racing area out off the dedicated ways, entering the racing area after the end of the racing day, consume of alcohol during the race, repeated breaking of the vehicle- technical rules, disobedience to the orders of the commissioners or organizers. In the case of disqualification will be the start-charge not returned to the team and the team will not be rated for the given race.

Movement of persons in the sections during the race
The prohibition of entrance, into an already opened section (or during the ride in the section) holds for the team-members, spectators and for everyone else. The access into the section is granted only to the main commissioner, commissioner, and his assistants and to the auxiliary route personal. Further, the section can enter during the race only several registered journalists and photographers for the given section. The maximum number of journalists and photographers sets the commissioner before he opens the section. In case of a violation of this no entrance – order in the section, is the commissioner obliged to break the ride in the section, and to stop the race, for as long as its necessary to clear out the reason which interrupted the race. The members of the other teams can enter the open section only on call of the commissioner, to help to free vehicles.

Ballot of the racing order
Before the race in the first section begins, selects the commissioner the racing order of the teams for the given race by a lot. This order holds for the course of one race. The order in the next section will be changed this way – the team which has started at first in the first section, will start in the second section as last. The team, which has started in the section as the second, starts in the next section as the first etc. Between the double start must be, if the number of the teams will made this possible, minimally one more team.

The inspection of the section before the race begins
Before the teams starts the visit of the section, is the commissioner obliged to recheck the loom of the section, the single goal-areas (tape), boundaries of the section, including the auxiliary security boundaries (second tape) in critical places, because of the security of the spectators and the entrants around the alignment of the section. In case of a pertinent adjustment of the section, which is the commissioner able to do, must be this adjustment done before the teams will start the visit of the section.

Visiting the section
Before the ride in the section begins, enables the commissioner a visit of the section to the teams. And makes the teams acquainted with the time-limits for the section. The section can enter only the team-members of the given class, which are duly registered. After the end of the visiting will the commissioner open the section for the ride.

Refusing the start
If all teams will refuse the start, after visiting the section, with one voice, has the commissioner the right to annul the section. The teams will get no penalty points for this section. However the commissioner has the right to adjust the section, to make possible another visitation and to open the section again.

Stopping the ride in the section
Only the commissioner is competent to stop the race during the ride in a section (e. g. for reasons of slack safeness of the race for spectators and teams etc.). If the made safety devices will affect the regularity of the rating for the teams, which have already absolved the ride in the section, will be the ride in the section canceled. Once again, there will be made possible a visitation of the section for the teams and the ride in the section will be repeatedly started. Weather conditions and their changes during the ride in the section are not a reason to stop the race.

Competences of the commissioner in the section
The commissioner possesses the authority to clear all debatable questions, disqualify a team in the section, provisionally disqualify a team from the race, or to disqualify the team in case of gross violation of the rules and to set the time-limit for the ride in the section. The commissioner has the right to close the section, if a safe and duly course of the race is not ensured. In this case is the section canceled and the teams will get no penalty points, even if some teams have already absolved the section and have received some penalty points.

Preparing the team for the start
Every team has the duty to prepare his vehicle for the start. The vehicle is ready to start, if the commissioner opens the section, then when the previous vehicle leaves the section, the vehicle is moved to the start – goal – area, and if it’s able to start the ride under the direction of the commissioner. At the start, the vehicle must stand with his contour directly on the line between the goal-posts of the goal-area. If the vehicle is not ready to start, will be this classified as a refuse to start. During the ride of the vehicle in the section must be the goal-area free in case of manoeuvring of the vehicle from the inside of the section. In case of a break-down of the vehicle before the ride in the section begins, is it in the competence of the commissioner, when he has the agreement of more than the half of the teams for the given class or group, to permit the team to start last, if the team can fix the problem till the section is closed and the commissioner sets not otherwise.

Sections and goal-areas
Every section consists of a start-goal-area (entry), goal-areas inside the section, target-goal-area (exit) and boundaries of the section. The boundary of the section clearly designates the borders of the section. Every goal-area is made by two goal-posts. All goal-areas are having a direction – marking; the way of the passage is clearly intended. The goal-area must be passed so, that the colour marking stays always on the left in the driving direction of the vehicle, independent on the travel direction of the vehicle. The order of the passage in the goal-areas needn’t to be given. But if it’s given, then the goal-areas must be passed in the given order. The goal-areas can have colour markings for every single section. In this case, the team passes only the goal - areas, which are having the colour markings of the given section. The whole area inside of the bounded section is set for the ride. During the ride is the contact between the vehicle and the boundary of the section forbidden (touching the tape or even the touching of the rod, which holds the tape), its not allowed to cross the border of the section with the vehicle contour, and that over and under the tape of the boundary (crossing the imaginary vertical line to the boundary of the section tape with the vehicle contour). The commissioner, his assistants, auxiliary route manpower and no-one other, including the spectators, cant give out any route informations. The passing of the section can be limited by time.

The driving direction and its changes
The driving direction is given by the movement of the vehicle, independent on his position, which means, if it goes backwards or forwards. The ride should be continuous, without stopping, if the vehicle doesn’t change its driving direction. During the ride in the section can the team change the driving direction between two goal-areas (between the already passed and following goal-area) only at six times. To count up, at how many times the driving direction was changed, until the given limit is reached, will be the limit canceled after the right passing of the goal-area and after the continuance in the ride to the next goal-area will be counted anew. However for the penalty point-rating will be all these changes of the driving direction in the given section counted.

Start-goal-area
The start-goal-area (entry) is only made for the entry of the section. If the vehicle drives during the start only into the start-goal-area (in the inside of the section), and than it changes the driving direction and leaves the goal-area, will be the vehicle for the given section disqualified. The same applies, when the vehicle didn’t pass the start-goal-area on the inroad. To drive into the start-goal-area with the vehicle from the inside of the section, in the direction out of the section, and the subsequent alteration of the direction and the repeatedly return to the section is allowed (the start-goal-area can’t be leaved by the vehicle in the direction out of the section). After the opening of the ride, over the entryway into the start-goal-area it’s not allowed to change willful the driving direction. The entrance of the section can pass forwards or backwards.

Target-goal-area
The target-goal-area (exit) is made only for the leaving of the section. The vehicle has the ride finished, when it passes the target-goal-area. If the vehicle didn’t pass the target-goal-area during the exiting of the section, is the vehicle for this section disqualified. It’s allowed to drive into the target-goal-area with the vehicle from the inside of the section and then to change the direction for a repeatedly return into the section. If the vehicle leaves the target-goal-area during this manoeuvre, in the direction out of the section, is this ride in the section for the vehicle ended. The exit of the section can pass forwards or backwards.

Passed goal-areas
A goal-area is passed, if the vehicle drives into the goal-area (between both goal-posts of the goal-area) so, that it gets the axle of the first uncoupled axle in the driving direction behind the suture of the goal-posts of the goal-area, without driving over any of these goal-posts around the first uncoupled axe in the driving direction and the whole vehicle contour leaves the goal-area. All wheels must pass at least on one side of the vehicle the line of the goal-area (the suture of the goal-posts) inside of the goal-area (between the goal-posts). The mentioned conditions must be realized together. The goal-area is considered as passed, if it’s passed in the given driving direction of the goal-area (clause 23).

Wrong passing of the goal-area
A repeatedly passing of one goal-area, the passing of the goal-area in the wrong direction and the passing of a goal-area which belongs to another vehicle-class, independent on the driving direction of the vehicle, will be penalized. If the vehicle drives into the goal-area, but without completing the goal-area, then can the vehicle leave the goal-area for the next attempt again, except the start-goal-area (clause 25).

A spontaneously fall of a goal-spot
If the goal-spot falls spontaneously down during the ride, after the passage of the vehicle (landslip, falling stones, shake etc.), than will the vehicle continue in the ride, and the commissioner ensures the rebuilding of the spot on its original place, if the course of the ride will make this possible. This goal-area (spot) is valid for the further course of the ride of this vehicle. The spontaneously fall of a goal-spot will be not penalized.

Breaking of the goal-spot
If the goal-spot breaks during the ride, or when the vehicle drives over the spot, than is this goal-spot invalid for the next course of the ride. Likewise is this goal-area invalid for the next course of the ride for the given vehicle. If the vehicle voids the goal-area in this way, without passing it will be this goal-area rated as not passed.

Finishing the ride in the section
The ride in a section is finished by passing the target-goal-area, by disqualification or exclusion. After the ride is finished, the vehicle must be putted aside on a predetermined rank, nearby the section and duly assured against self-motion. The team cannot leave the rank around the section. If the team needs to leave the predetermined rank, it’s a duty to report this to the commissioner. It’s concerned as a suspension from the race.

The check of the section before the next vehicle starts
Before the next vehicle starts its ride in the section, must be the section checked under the supervision of the commissioner and in case of damages, through the pass of the previous vehicle, must be the section putted in its original condition. Likewise, after closing the section, must be the section putted in its original condition.

Rating the ride
The commissioner will rate the ride, after the ride in the section is finished. The commissioner tells the teams the result of the score immediately after the end of the ride, and one team-member confirms with his sign, that the team agrees with the rating. During the rating of the given team are present only the commissioner, his assistant and the team. When the ride of the last team is finished and rated, will the commissioner close the section. After the section is closed, will be the results of the section available to all teams in the given class, with the possibility to raise a protest against the rating, and the commissioner must solve this directly in place. If this problem is not solved in place has the team the right to enter an official protest (clause 53).
PART THREE
RATING

The winner of the race
The rating of the ride with penalty points will be done in conformity with the clauses 35 and 47. The winner of the race is the team with the lowest number of penalty points from all sections, which were passed for the given vehicle class. If the number of penalty points is the same, will be the order determined by the higher number of better places in all passed sections of the race. If not even this will lead to the determination of the order, will be the teams with the same number of penalty points placed on the same position.

Faultless passing
0 penalty points – Faultless passing of the goal-area in the right direction, faultless passing of the section (clause 23 to 27 and 31).

Standing
1 penalty point – A standing longer than 15 seconds to 3 minutes, independent on the final change of the driving direction (clause 24).

Change of the driving direction
3 penalty points – Changing the driving direction through ride, crossing or skid over 30 cm. This holds for self-motion of the vehicle too (clause 24).

Touching the goal-spot
8 penalty points – Touching of one goal-spot. The goal-spot will be rated as touched by one time, when the driving direction was not changed, even if the vehicle touched the spot more than one time.

Running over the goal-spot, or breaking the goal-spot
20 penalty points – Running over the goal-spot, or the breaking of the goal-spot. As a broken goal-spot is considered, when the spot splits in the knot and likewise when the goal-spot splits in the point, where it’s in the ground. Running over a goal - spot means, when the vehicle runs over the spot with its wheel on the ground. Running over a goal-spot is, even an imaginary running over the spot, when the goal-spot gets between the axles, without running over it with the wheel, but the vehicle runs over the spot with the vehicle contour, created by the imaginary sutures between the single axles (Clauses 29 and 30).

Ballot of the racing order
Before the race in the first section begins, selects the commissioner the racing order of the teams for the given race by a lot. This order holds for the course of one race. The order in the next section will be changed this way – the team which has started at first in the first section, will start in the second section as last. The team, which has started in the section as the second, starts in the next section as the first etc. Between the double start must be, if the number of the teams will made this possible, minimally one more team.

The inspection of the section before the race begins
Before the teams starts the visit of the section, is the commissioner obliged to recheck the loom of the section, the single goal-areas (tape), boundaries of the section, including the auxiliary security boundaries (second tape) in critical places, because of the security of the spectators and the entrants around the alignment of the section. In case of a pertinent adjustment of the section, which is the commissioner able to do, must be this adjustment done before the teams will start the visit of the section.

Visiting the section
Before the ride in the section begins, enables the commissioner a visit of the section to the teams. And makes the teams acquainted with the time-limits for the section. The section can enter only the team-members of the given class, which are duly registered. After the end of the visiting will the commissioner open the section for the ride.

Refusing the start
If all teams will refuse the start, after visiting the section, with one voice, has the commissioner the right to annul the section. The teams will get no penalty points for this section. However the commissioner has the right to adjust the section, to make possible another visitation and to open the section again.

Stopping the ride in the section
Only the commissioner is competent to stop the race during the ride in a section (e. g. for reasons of slack safeness of the race for spectators and teams etc.). If the made safety devices will affect the regularity of the rating for the teams, which have already absolved the ride in the section, will be the ride in the section canceled. Once again, there will be made possible a visitation of the section for the teams and the ride in the section will be repeatedly started. Weather conditions and their changes during the ride in the section are not a reason to stop the race.

Competences of the commissioner in the section
The commissioner possesses the authority to clear all debatable questions, disqualify a team in the section, provisionally disqualify a team from the race, or to disqualify the team in case of gross violation of the rules and to set the time-limit for the ride in the section. The commissioner has the right to close the section, if a safe and duly course of the race is not ensured. In this case is the section canceled and the teams will get no penalty points, even if some teams have already absolved the section and have received some penalty points.

Preparing the team for the start
Every team has the duty to prepare his vehicle for the start. The vehicle is ready to start, if the commissioner opens the section, then when the previous vehicle leaves the section, the vehicle is moved to the start – goal – area, and if it’s able to start the ride under the direction of the commissioner. At the start, the vehicle must stand with his contour directly on the line between the goal-posts of the goal-area. If the vehicle is not ready to start, will be this classified as a refuse to start. During the ride of the vehicle in the section must be the goal-area free in case of manoeuvring of the vehicle from the inside of the section. In case of a break-down of the vehicle before the ride in the section begins, is it in the competence of the commissioner, when he has the agreement of more than the half of the teams for the given class or group, to permit the team to start last, if the team can fix the problem till the section is closed and the commissioner sets not otherwise.

Sections and goal-areas
Every section consists of a start-goal-area (entry), goal-areas inside the section, target-goal-area (exit) and boundaries of the section. The boundary of the section clearly designates the borders of the section. Every goal-area is made by two goal-posts. All goal-areas are having a direction – marking; the way of the passage is clearly intended. The goal-area must be passed so, that the colour marking stays always on the left in the driving direction of the vehicle, independent on the travel direction of the vehicle. The order of the passage in the goal-areas needn’t to be given. But if it’s given, then the goal-areas must be passed in the given order. The goal-areas can have colour markings for every single section. In this case, the team passes only the goal - areas, which are having the colour markings of the given section. The whole area inside of the bounded section is set for the ride. During the ride is the contact between the vehicle and the boundary of the section forbidden (touching the tape or even the touching of the rod, which holds the tape), its not allowed to cross the border of the section with the vehicle contour, and that over and under the tape of the boundary (crossing the imaginary vertical line to the boundary of the section tape with the vehicle contour). The commissioner, his assistants, auxiliary route manpower and no-one other, including the spectators, cant give out any route informations. The passing of the section can be limited by time.

The driving direction and its changes
The driving direction is given by the movement of the vehicle, independent on his position, which means, if it goes backwards or forwards. The ride should be continuous, without stopping, if the vehicle doesn’t change its driving direction. During the ride in the section can the team change the driving direction between two goal-areas (between the already passed and following goal-area) only at six times. To count up, at how many times the driving direction was changed, until the given limit is reached, will be the limit canceled after the right passing of the goal-area and after the continuance in the ride to the next goal-area will be counted anew. However for the penalty point-rating will be all these changes of the driving direction in the given section counted.

Start-goal-area
The start-goal-area (entry) is only made for the entry of the section. If the vehicle drives during the start only into the start-goal-area (in the inside of the section), and than it changes the driving direction and leaves the goal-area, will be the vehicle for the given section disqualified. The same applies, when the vehicle didn’t pass the start-goal-area on the inroad. To drive into the start-goal-area with the vehicle from the inside of the section, in the direction out of the section, and the subsequent alteration of the direction and the repeatedly return to the section is allowed (the start-goal-area can’t be leaved by the vehicle in the direction out of the section). After the opening of the ride, over the entryway into the start-goal-area it’s not allowed to change willful the driving direction. The entrance of the section can pass forwards or backwards.

Target-goal-area
The target-goal-area (exit) is made only for the leaving of the section. The vehicle has the ride finished, when it passes the target-goal-area. If the vehicle didn’t pass the target-goal-area during the exiting of the section, is the vehicle for this section disqualified. It’s allowed to drive into the target-goal-area with the vehicle from the inside of the section and then to change the direction for a repeatedly return into the section. If the vehicle leaves the target-goal-area during this manoeuvre, in the direction out of the section, is this ride in the section for the vehicle ended. The exit of the section can pass forwards or backwards.

Passed goal-areas
A goal-area is passed, if the vehicle drives into the goal-area (between both goal-posts of the goal-area) so, that it gets the axle of the first uncoupled axle in the driving direction behind the suture of the goal-posts of the goal-area, without driving over any of these goal-posts around the first uncoupled axe in the driving direction and the whole vehicle contour leaves the goal-area. All wheels must pass at least on one side of the vehicle the line of the goal-area (the suture of the goal-posts) inside of the goal-area (between the goal-posts). The mentioned conditions must be realized together. The goal-area is considered as passed, if it’s passed in the given driving direction of the goal-area (clause 23).

Wrong passing of the goal-area
A repeatedly passing of one goal-area, the passing of the goal-area in the wrong direction and the passing of a goal-area which belongs to another vehicle-class, independent on the driving direction of the vehicle, will be penalized. If the vehicle drives into the goal-area, but without completing the goal-area, then can the vehicle leave the goal-area for the next attempt again, except the start-goal-area (clause 25).

A spontaneously fall of a goal-spot
If the goal-spot falls spontaneously down during the ride, after the passage of the vehicle (landslip, falling stones, shake etc.), than will the vehicle continue in the ride, and the commissioner ensures the rebuilding of the spot on its original place, if the course of the ride will make this possible. This goal-area (spot) is valid for the further course of the ride of this vehicle. The spontaneously fall of a goal-spot will be not penalized.

Breaking of the goal-spot
If the goal-spot breaks during the ride, or when the vehicle drives over the spot, than is this goal-spot invalid for the next course of the ride. Likewise is this goal-area invalid for the next course of the ride for the given vehicle. If the vehicle voids the goal-area in this way, without passing it will be this goal-area rated as not passed.

Finishing the ride in the section
The ride in a section is finished by passing the target-goal-area, by disqualification or exclusion. After the ride is finished, the vehicle must be putted aside on a predetermined rank, nearby the section and duly assured against self-motion. The team cannot leave the rank around the section. If the team needs to leave the predetermined rank, it’s a duty to report this to the commissioner. It’s concerned as a suspension from the race.

The check of the section before the next vehicle starts
Before the next vehicle starts its ride in the section, must be the section checked under the supervision of the commissioner and in case of damages, through the pass of the previous vehicle, must be the section putted in its original condition. Likewise, after closing the section, must be the section putted in its original condition.

Rating the ride
The commissioner will rate the ride, after the ride in the section is finished. The commissioner tells the teams the result of the score immediately after the end of the ride, and one team-member confirms with his sign, that the team agrees with the rating. During the rating of the given team are present only the commissioner, his assistant and the team. When the ride of the last team is finished and rated, will the commissioner close the section. After the section is closed, will be the results of the section available to all teams in the given class, with the possibility to raise a protest against the rating, and the commissioner must solve this directly in place. If this problem is not solved in place has the team the right to enter an official protest (clause 53).
PART THREE
RATING

The winner of the race
The rating of the ride with penalty points will be done in conformity with the clauses 35 and 47. The winner of the race is the team with the lowest number of penalty points from all sections, which were passed for the given vehicle class. If the number of penalty points is the same, will be the order determined by the higher number of better places in all passed sections of the race. If not even this will lead to the determination of the order, will be the teams with the same number of penalty points placed on the same position.

Faultless passing
0 penalty points – Faultless passing of the goal-area in the right direction, faultless passing of the section (clause 23 to 27 and 31).

Standing
1 penalty point – A standing longer than 15 seconds to 3 minutes, independent on the final change of the driving direction (clause 24).

Change of the driving direction
3 penalty points – Changing the driving direction through ride, crossing or skid over 30 cm. This holds for self-motion of the vehicle too (clause 24).

Touching the goal-spot
8 penalty points – Touching of one goal-spot. The goal-spot will be rated as touched by one time, when the driving direction was not changed, even if the vehicle touched the spot more than one time.

Running over the goal-spot, or breaking the goal-spot
20 penalty points – Running over the goal-spot, or the breaking of the goal-spot. As a broken goal-spot is considered, when the spot splits in the knot and likewise when the goal-spot splits in the point, where it’s in the ground. Running over a goal - spot means, when the vehicle runs over the spot with its wheel on the ground. Running over a goal-spot is, even an imaginary running over the spot, when the goal-spot gets between the axles, without running over it with the wheel, but the vehicle runs over the spot with the vehicle contour, created by the imaginary sutures between the single axles (Clauses 29 and 30).

In case of a total disqualification in the section, for the reasons mentioned in clause 44, gets the team the maximum number of penalty points for the section, which means 80 penalty points for each goal-area (including the start and target-goal-area) and 80 penalty points for the disqualification in the section. It will be not taken account of the obtained number of penalty points, during the ride in the section, until the moment of disqualification. Likewise will be rated the sections, on which the team will not take part, because of the suspension.

Rating of the race series
The team, which will be rated in the race series, consists of a driver and two co-drivers for each single race. A change of the co-drivers is possible between the single races, but not the change of the drivers. If the driver is changed, will be this team considered as another team (even, if the co-drivers will be the same) and must be registered under another start number. Into the final rating will be counted: all points of the order in each single race and that for the best placing in five races from the total number of passed races. The winner of the serial is the team with the highest number of points in their class. In case of congruency of the points will be the order determined by the total sum of penalty points from the counted races, which has the teams with the same number of points absolved together.

PROTESTS

Generally
The protests must be submitted in writing, in time limit and including the charge in an amount of 3.000 Kč. The charge which is paid for an entered protest is irreversible. A protest can be entered only by a duly registered team. To decide about the protest is in the competence of the commissioner, the resolution will be told in writing, if possible. Against the resolution of the protest is no appeal. It’s possible to enter a protest only against the events of the instant race, unless otherwise indicated.

Protest during the technical acceptances
To the protests are not related any charges, if the protests have been entered during the technical acceptances which are related to the technical conditions of the stock-vehicles, or to the resolutions of the technical commissioner. If the protests will be entered in a 15 minute time-limit to the visitation of the serial vehicles, according to the clause 9, or to the end of the technical acceptances at the other protest which are related to the resolutions of the technical commissioner. The decision in respect of the protest must be told until the race is started.

Technical protests
Technical protests could be entered at the end of the last racing day at the latest. The party, which has entered the protest, will pay the charges and the cost of a possible dismantling, which can be related to the solving of the protest. The decision in respect of the protest must be told until the score of the race is proclaimed.

Protest against the rating in the sections
The teams can enter a protest against the rating (classification on points) in the single sections at latest until 15 minutes after the end of every racing day and the protest must be related to the rating at the same racing day. It’s not acceptable to enter a protest which should be related to rating from the previous day. The decision in respect to the protest must be told until the score of the race is proclaimed.

Protest against the overall results of the race
Protests against the overall results of the given race (this is not a protest against the penalization in the single section) can be entered at latest until 15 minutes after the proclamation of the results. The decision in respect to the protest must be told into 24 hours from the time when the protest was submitted. In case, that the protest is rightful, and if the decision will change the overall results of the race, then will be the teams obliged to return the price, which they obtained without authorization, in a term, with which will agree the organizer and the team too.

VEHICLE CLASSES

Categorization of classes
It can happen, that in some classes will be a paucity of teams, and then will this class join another class. If there are several teams registered in one class, could be this class splitted into groups. The organizer can split or ally the classes into groups for organizational or other reasons. The entrants must be informed about this in time, but at latest during the talk. The race manager or main commissioner decides about the sorting of the vehicles into classes, about the splitting of the classes or about the splitting of the classes into groups.

Sound level
Every vehicle mustn’t exceed the given sound level.

Measurement of the wheel base and wheel spacing
The measurement of the wheel base will be done on the first couple of serviceable wheels. The measurement of the wheel spacing will be done between the first and last couple of serviceable wheels on straight ground.

Special devices
Ballast can be installed. But it must be duly fixed with regards to its weight. It can be situated only in the inside of the vehicle gauge. It must be installed during the technical acceptances and no changes are allowed during the race. The same holds for special devices (winches, excavators, cranes, setting hydraulics etc.). All vehicle parts must be firmly fixed, to ensure, that the parts will not come loose.

Tyres, Wheels
Distance rings and spacers are not allowed. There are allowed only these tyres, which are matching the kind of the vehicle, or the maximum operating speed of the vehicle. In case of older vehicles are allowed the usual tyres with the reference speed of 105-110 km/h. (In contested cases it’s necessary to show the certificate from the manufacturer or restorer). Special competition wheels are allowed. The size of the wheels is arbitrary, but the safety certificate from the producer must be shown. The tyre engraving is arbitrary, if the producer or restorer has permitted the use for traffic operations and when the tyres are available in inofficial market in a specialized store with tyres. The tyres can be, within the regulation of traffic operations, engraved additionally. The change of the tyre engraving is not allowed. Allowed are only trucks with air-tyres. Chains are forbidden.

Elevator axles
The elevator axles can be lifted in the section, but when the wheel spacing changes, must the vehicle join another vehicle group.

Lights
The lights should be kept, at least 2x sidelights in front, 2x dimmers and brake-lights at the back, including one backup light at least.
PART SEVEN
TECHNICAL REGULATIONS FOR STOCK TRUCKS AND SIMILAR VEHICLES

Allowed types of vehicles are: towing vehicles, trucks, saddle road tractors or vehicles which are similar to them (special). The total weight of all vehicles must be 2.5 tones at least (weighted without he driver, co-driver and with an empty tank). If there are some doubts about the weight of the vehicle, then must be the vehicle weighted on a public weigh bridge. The costs meet the registered team.

Every vehicle must have a protective structure (superstructure), protective frame or covering behind the drives cabin. The protective structure, frame or covering begins max. 50 cm behind the driver’s cabin, must cover the end of the frame and tyre protectors, and must blend as much as possible with the main frame, but max. 50 cm about the highest point of the tyre surface (in straight state). Looking on it, it builds a rectangle, which is composed of only one plane. The superstructure, frame and covering can be combined with each other to realize the above mentioned requirements. All vehicles must have on all axles a tyre-covering, to cover the tyre protectors. Semi-trailer tractors, removable superstructures and similar vehicles must have the frame made of tubes, or something similar, which defines the vehicle contour on the plan. This one must begin max. 50 cm behind the cabin must cover the end of the frame and area of the tyre movement. On the plan, it must constitute a quadrangle and must be made of one plane, which is placed maximum 50 cm above the highest point of the tyre surface.

There must be a bumper bar in the front of the vehicle, which is supplied for this type of vehicle in serials. The bumper can be made of thickened material, sloping is allowed max. under the angle of 45°, whereas the original vehicle contour and width must be kept. The top edge of the bumper must be minimal 5 cm. The back bumper is arbitrary, but not obligatory. The adjustment of the back of the vehicle – bumper - it mustn’t be shorter then the extended tangent to the wheel of the last superstructure, contenting the angle of 90° to the plan, on which the vehicle stands.

The doors must be built-in, safely lockable and easy to open from the outside.

The servo controls can be completed (steering booster). By reasons of safety, the controllability of the steered axle must be kept also while the engine is dead.

The military starting device can be changed for a civil device.

It’s possible to equip the vehicle with a stronger engine from the manufacturer, which offers these engines for this type of vehicles. It must be possible to install the engine without material alternations on the bumper or on the superstructure. The serial position of the engine can’t be changed. The competitor must submit all documents about changes and their feasibility.

Not allowed are: brakes for each single wheel, all wheel steering, individual adjustable shocks and feathers. Adjustable shocks and the system of vehicle suspension are allowed for serial vehicles, but they must be certificated by the appropriate documentation of the vehicle. PART NINE
SAFETY REGULATIONS

Safety helmet
Every team-member in the vehicle (driver and co-drivers) must wear a buckled-up safety helmet during the ride in the section (norm check character e. g. ONS, OMK, Din, ECE, E02, E03a or with an internationally accredited test mark).

Safety-belts
Every team-member in the vehicle must wear a safety belt while the ride in the section. Four-point safety belts or safety belts in the style of tight-braces, which are approved for automobile sports, are obligatory. A combination of safety- belts is not allowed. Fixing points on the cab, eventually on the cab floor must be thickened. The belt guide must prevent the belt from sliding of from the shoulder. Serial seats can have one hole to ensure a safer fixing of the belts.

The team in the vehicle
During the ride in the section have all team-members to sit in the seats and wear the belts. Leaning out of the vehicle is possible, but only when the belts are fastened and the team-member is sitting on his place. It’s forbidden to leave the vehicle or seat during the ride.

Rescuing the vehicles
The regulations of the previous clauses 87 and 88 are holding for the team-members in case of towing the vehicles and this holds for vehicles which are towed and for vehicles which are towing.

Safety net
A safety net, which prevents the falling out of a body part (hand) from the vehicle during a turnover, is urgently recommended.
There must be a handle on the co-drives side, which is comfortably reachable for the co-driver when he wears a belt.

Clothing
It’s recommended to all team-members to wear (security reasons) single overalls. Further it’s recommended to wear fireproof clothes, accordant to the FISA norm 1986.

Head rests
The head rests must be able to catch a feedback acceleration of 5 gears and also a force of 17 kg. The size of the rest must be rated so, that the head of the driver/co-driver will be caught while a feedback acceleration, further to prevent getting stuck between the head rest and the cage, against turnover consequences.

The securing of the tilting cabin
Vehicles with a tilting cabin must be furnished with a special device, to prevent the tilting of the cabin during the race. Simple protection: a steel bolt or nut with the minimal average of 16 mm. Double protection – steel bolts or nuts with the minimal average of 12 mm. Chains or steel ropes are allowed. Bonneted cabs must have except the normal breech a policy, which protects the cowl from opening, if the normal breech fails.

Windscreen
The windscreen must be made of laminated glass; the rest of the windows must be made of safety glass. If the window is not made of laminated glass, it’s recommended to wear safety eye-glasses or a helmet, in which the eye-spacing is filled out. It’s possible to drive without glasses or without window frames, but the vision protection is recommended.

The door-catch
During the ride in the section must be the door-catch in a locked position. The door opening on both sides must work form the inside and the outside too. It’s forbidden for the driver and co-driver, to open the door wittingly for the purpose of leading out from the vehicle during the ride. Considered as wittingly will be not the opening of the door in consequence of a crash or twist of the vehicle.

Tow bars/equipment
All vehicles must have a tow bar at the front and back. The bar must be adequate to tow away the vehicle. It mustn’t get over the vehicle contour. Moving parts must be secured by a pin or by something similar. Every vehicle must have a towrope (or steel rope) on the outside of the vehicle, which is duly fixed and ready to use. The length must be minimal 7.5 meters. The tensile strength must agree with: the weight of the vehicle and rescue in the terrain.

Fire extinguisher
Every truck must carry minimally 12 kg of extinguishing powder or a something similar with the same effectivity. The fire extinguisher must be located on the outside of the vehicle. One fire extinguisher with minimally 2kg of extinguishing powder (or PYROCOOL) must be safely fixed in the inside of the cabin, to be easy accessible for the driver/co-driver. The amount of the material and the dead-weight must be specified on the packing. Automatic systems: alternatively permitted is the installation of an automatic extinguishing system, which agrees with the international schedule of the vehicle law.

Fuel tank
The fuel tank is provided against outer damages, in the case of a possible damage through the sheath (metal plate 5mm), or if the fuel tank is moved into the ground plan of the vehicle. The fuel tank can be changed for another fuel tank, which is more suitable. The ventilation works by the help of a double-side active valve, eventually by a steam closure.

Battery
The battery must be situated out of the team- space, in a closed box which is perfectly fixed and protected against leak.

Brakes
The brakes must be able to set the vehicle into the off position and they must affect on all wheels at the same time. All parts of the service brake system must come from a well-proven manufacturer. The safety brake in trucks and prototypes must be clearly marked with a reference sign in the cabin (minimally 20 cm large) – ON/OFF. It must be easy for the driver to use the break with fastened belts (normal sitting position).

Switching the engine off
Requested is a circuit-breaker, which shuts the engine down and interrupts all parts which are under electric current (except the automatic fire extinguisher). This circuit-breaker must be marked by a red flash in a blue triangle. This switch or remote controller must be situated at the outside of the cabin. The switch must be situated in the front or on the back of the vehicle, if the switch is at the side, then must be the switch on both sides. In case of diesel-vehicles must the switch work purely mechanical, in addition it’s recommended to have an admission system dumper, to interrupt the suction. This must be situated in the immediate vicinity of the circuit-breaker and clearly marked (e. g. Pull – engine off switch).The shutdown engine controller is situated at the inside of the cabin, and its switch must be clearly marked – off/on and must be easy controllable for the driver, when his belts are fastened (the switch must control also the interruption of the electric fuel pump

The security cage in the cabin
All stock vehicles with a metal cabin must have a stirrup or cage. For stock-vehicles without an all-metal cabin it’s rated to have a cage against the consequences of turnovers, as well for all prototypes. Exceptions from this are having stock-vehicles with a cabin, which is resistant against the consequences of overturn (have to show the certificate). The minimal requirements on the shape of the confirmed safety cage are: the cage must be in a single-piece (all parts must be weld together) and without breaches. It’s recommended to inbuilt additional support into the cage or stirrup. This support can be weld, steamed on or fixed through sleeves. There will be required to have two supports under the cage, which are going back, for example on the girder of the loading area, or two diagonals lengthwise. Minimally must be the cage in the cabin fixed by 4 mounting trays, whereas on every vertical girder is situated one of them. Every fixing leg must have a surface of minimal 150cm2 and a thickness of 3 mm. Flitch plates with a surface of 200cm2 and thickness of 3 mm must be mounted so, that the cabin floor lies between the fixing legs and flitch plates. Every fixing leg must be steamed on to the flitch plates with minimally 3 steams. These steams must have minimally the firmness 8.8 and the smallest average 12 mm. It’s allowed to raise the number of the steams or to weld up the cage to the cabin. The safety stirrup (against the consequences of turnovers) should fit tightly (max 40 cm), should be fixed on the drivers cab and constructed so, that it can be token off during the whole-day-operation. It must be built by a quadrangle, one diagonal and two supports. The supports must have minimally 50 cm distance to the back. The height and width must have minimally the size of the cabin. The minimal bend-radius is twice the average of the tube. The bolting of the frame must be adequately dimensioned. The stirrup or cage must be optimized so, that its shape will didn’t shrink under any load. Requirements on the tubes material are: cold-stretched seamless steel tubes with a minimal firmness of 350 N/mm2. The smallest allowed tube- averages are: (if the weight of the vehicle is cca 7 tones, heavier vehicles must use a firmer material, which is matching their weight 57mm external diameter x 4, 9 mm wall volume, or 63, 5 mm external diameter x 3, 2 mm wall volume, or 70 mm external diameter x 2, 4 wall volume, or another material with the same firmness (show operating data). A combination of these tube sizes is allowed. Every tube must have one test hole, with the average of 5 mm, on an easy accessible place. The cage tubes and stirrups can be welded together only in the front of the tube bends or on the endpoints. Straight tubes can’t be fixed or lengthen out through welding.

Repairing the safety cages
The repairing of damaged safety cages and stirrups is allowed (straightening after crash and welding together), so far as the construction of the frame is not totally warped and the team is through this not endangered.

Movement of the vehicles in the racing area
The driver mustn’t endanger persons during their movement with the vehicle in the racing area and must follow the advices of the commissioners and organizers. For the ride in the racing area and for moving between the single sections are reserved some circulation areas. It’s forbidden to move with the vehicles out of these areas. It’s expressly forbidden to carry persons in the competition vehicles, except the skilled organizers and commissioners.

Ensuring the leak of oil substances
In the time, when the vehicle stands in the depot, will be under every vehicle given an impervious sheet and everything ensured against the leak of oil-substances. All materials which were polluted by oil-substances will be stocked into prepared bins, which are located in the depot. It’s strictly prohibited to pollute the water.

Ensure the fuel tank
The fuel tank must be ensured so, that the fuel can’t leak from the vehicle in all extreme situations (turnover). The teams will undersign an affirmation, that the fuel tank is leak proof. The same rules are holding for batteries. If this defect will be discovered during the race, then the vehicle will be suspended until the problem is fixed. If this defect repeats will be the vehicle excluded for the given race.
